This is a 1903 Rock Island Arsenal Pistol Cartridge Case for .38 caliber in excellent condition for it's age (see photos). It is stamped ROCK ISLAND ARSENAL- 1903- HEK (the inspector for U.S. government.) It does not have the original wood block inside. The tan/brown leather is also marked US in large bold letters.
